Council accepts zoning change to land in Boulcott

Hutt City Council has accepted an independent hearing panel’s recommendation to change the zoning of former golf course land in the Boulcott area.

The zoning will change from a general recreation activity area to a general residential area, allowing for an application for consent for the development of a retirement village by Summerset Villages.

A Hearing Panel of independent commissioners considered 262 submissions and expert evidence and recommended Council accept the plan change request, with a number of modifications.

The Council decision provides a policy framework to manage the design, scale and form of any retirement village. It does not provide for a particular design.

Summerset would have to apply for resource consent for a specific retirement village, and include plans showing the location, appearance and height of buildings and address all the potential issues including traffic and parking and the impact of construction. The application for resource consent would be publicly notified and all interested parties would be able to make submissions on the proposal.

Council is offering to facilitate a forum of interested parties, including Summerset and the Boulcott Preservation Society, to discuss working constructively together with a view to finding a mutually agreeable position.

Council’s decision will be formally notified to Summerset and everyone who made a submission. Those parties may appeal the decision to the Environment Court.
