The best solution is to identify all addresses
the bullies and trolls use. Not provided cannot post. Secondly make it requirement that all posts be made through an email client, or web mail. This is to ensure that blocking offenders is as easy as possible.
That bullies need help with their problems is very true. Any procedure that prevents bullying and as a side effect helps these people to be better citizens, is to be encouraged. Witch hunts do far more harm than good.

Unlike physical bullying you can simply not go to the bullying sites and the problem is solved. You have total power over the bully!
Some good sites have moderators who don’t allow bullying.
If someone is being cruel tell them then if they don’t stop ignore them, don’t give them lots of attention as this just strengthens that negative behaviour.
I suggest that just creating a mob mentality/gang that turns on the bully is not the answer to cyber bullying.
That person being bullied has to understand that the bully is full of problems, cruelty is not a human trait its a disordered unhappy state . Understanding is empowerment.
