In some cases these are strengthenings are in excess of the building  cost and they do not provide the status of &quot;earthquake proof&quot; (they are  also not based on  any reliable scientific  information and the data  provided in this article is wrong).
Its a knee jerk reaction  at a time that no one can afford to play earthquake industry games(except the recipients of the bonuses i.e developers, banks and  the industries snake oil salesmen.)]]></description>
