In some cases these are strengthenings are in excess of the building cost and they do not provide the status of “earthquake proof” (they are also not based on any reliable scientific information and the data provided in this article is wrong).
Its a knee jerk reaction at a time that no one can afford to play earthquake industry games(except the recipients of the bonuses i.e developers, banks and the industries snake oil salesmen.)
